Fast implementation of NAINA Town Planning Schemes by CIDCO

The implementation of NAINA project to be developed over 371 sq km land surrounding
Navj Mumbai International Airport, is being done at fast pace. Among the 11 town planning
schemes proposed under this project, plan 1-3 are being implemented at various levels while,
CIDCO has appealed the land owners under plan no. 4-11 to submit their consent letters at the
earliest for prioritizing the development.

To prevent the haphazard development in the surrounding areas of Navi Mumbai
International Airport, CIDCO has proposed to develop Navi Mumbai Airport Influenced Notified
Area (NAINA) over 371 sq km area covering 175 villages of Raigad. CIDCO will be developing this
environment friendly, modern and well planned equipped with residential, commercial,
educational, etc. facilities. CIDCO will act as a facilitator for this project.
Since pre-freedom period, Maharashtra has been in forefront in the development of
cities through town development plans. Thus, for faster and more effective implementation,
the state government has decided to implement NAINA project through the existing town
development plans under the Maharashtra Regional and Town Planning Act, 1966 and further
instructed CIDCO to prepare developmental plans for the project. The main feature of town
development plans under NAINA project is that it will be developed through participatory basis
than land acquisition. The land owners under this scheme will contribute equal lands. Land
owners coming under town planning scheme will get 40% developed plot from their original
land and the carpet area will be the same as the original land. Thus, land owners will gain
complete return on their lands. CIDCO will develop roads, playground, schools, gardens, growth
centres, etc. facilities over the remaining 60% land. Land owners will surely get 40% of their
land, even if the land is affected by any reservation.

The development of 23 villages mentioned in the layout of the approved Interim
Development Plan will be done through 11 Town Planning Schemes (TPS). Among them, TPS 1
to 3 are approved and are being implemented at various levels. The state government has
approved TPS 1 at preliminary stage. CIDCO has appealed the land owners to submit consent
letters at the earliest, to undertake the implementation of TPS no. 4 to 11 at priority
considering the demand of land owners and further to fast track the infrastructural
development. This step will also benefit the land owners as they will able to undertake
development works on the land allotted to them and gain positive demand for those land at the
earliest.
